What is the conclusion of this discussion finally - is ESP-12 module FCC CE certified or not?

According to this: wiki/doku.php?id=esp8266-module-family it seems like it is.

Would there certifications presented on this page be enough for importing the module in quantities in US and EU and building real-world product that already acquire "intentional radiator" certification from ESP-12 modular certifiction, and where to get official version of these documents?

#15485 Is it possible to reduce or increase the rf power by software? This would imply that you cannot change the software without recertification.

This would render all modules useless that can be reprogrammed.

Is it finally or is it not?

This is a great source of confusion. Can we build end products with it that will inherit modular certification, or we can not?

#17118 Regulation just means it has to make sure you can't put 6.6V on the 3.3V board and suddenly get twice the transmission power. FCC doesn't care how much voltage you can safely apply to the chip without destroying it, only the output transmission power. The company can rate the chip at 3.3V and not regulate what it does to the chip except for making sure it never exceeds the transmission output power they have told the FCC is the max.
