#31090 measure the voltage on the reset pin, if the reset pin is 0 volt then you unit will not reset or work.
if 0 volts verify you are checking the correct pin.....if yes try connecting a 1000 ohm or more between 3.3 volts and the reset pin, then verify the pin measures 3.3 volt..

I'm looking at ESP-01 pin out on google and you need to verify your ESP module wiring I think totally miswired and probably blown.
V+/gnd swapped??
V+ on GPIO0
