the pullup to rst is not r7 but r15 and thus 12k.
So 1k or even 2k2 between gpio16 and rst would be ok.
you could also try to "install" r3 via a tiny tiny solder blob.

This R7-470R is the resistor we are talking about since the beginning, so there is no needs to add any other ones, of course the R3 needs to be blobed.

I means that if this R3 resistor is not present, as shuffti mentioned, since it is a 0R, only a blob of solder is required.
