The maximum TCP write size does not limite the size of HTML pages or anything else such as files. Loop around as many times as needed writing at most 2*1460 bytes until the whole page or file is written.

I had the same problem. Maximum transfered data size was 2.8 KB. After reinstall Windows the problem was solved. Then I found the reason, after installing Cisco VPN Client something goes wrong...
I don't why but this problem is reproducible.
P.S. Win 7 + Cisco VPN Client
