What does the y in 'boot mode:(x,y)' mean?

What does the y in 'boot mode:(x,y)' mean?

I know that the x signifies a 3 bit boot code determined by sampling {GPIO15, GPIO0, GPIO2}, but I do not know what the y number means.

In particular, I am receiving a 'ets Jan 8 2013,rst cause:1, boot mode:(1,7)'. The 1 corresponds to UART upload mode so that should work, but the serial comm is completely unresponsive. In a different (functional) setup/board i get 'ets Jan 8 2013,rst cause:1, boot mode:(1,2)' which functions perfectly. So what does the 7 mean?
