Does it mean that NTP server didn't respond?

Yes it does, did you connect the esp module to your router before issuing the AT+CIPNTP command?

Yes. It is connected by AT+CWJAP="MyAP","***"
I will test if I am able to connect to same external server manually and if NTP server is available from my PC

Interesting, today its working :-)
Only response for AT+CIPNTP=1 should be more standard, I miss OK/ERROR at the END to be processed correctly by the library.

I am glad that its working for you, adding OK/ERROR messages is in my todo list, hope to have free time soon to take care of it.
