Hmm, the pin_reg spread sheet gives the state of the pins at and after reset. As I read it, it does not explicitly say that only GPIO16 has WPD, but just that this is the only pin which has WPD enabled by default...

The spreadsheet has more than one table in it Look for the function select registers table.
There are all of the pull-ups/downs

Where are the days of having easy to understand PDF datasheets... The 'Reg' spread sheet makes it clear, that all registers except XPD_DCDC only have a pulldown bit.
