I picked up a few ESP12S modules and find that the RST pin does not reset the device when grounded. I find this using one of these modules where I have used ESP12E/F in the past. Other than the RST pin (1) they seem to work fine. Is this a known issue?

The RST pin should be stabilised by a capacitor all right, that is correct, but don't use 10 uF. Something like 100 nF should be sufficient and works.
