ESP8266-03: Should power make onboard led's light up?

If you simply connect vcc to + and gnd to - of a 3.3v power supply, should you see led's light up on the board?

I have tried all the combinations I know of with two of these boards. Is the 03 different, or will wiring like this power it:

I am not getting any lights, nothing in serial monitor. I have two of these ESP8266-03's from DYImall (amazon). I wish I had tried basic functionality before I soldered pins to the board...

there is no on board led on esp-03

You are correct, no led's. It turned out I had improperly connected CH_PD. The board is communicating now. Thank you.
