Can ESP_RTOS_SDK be modified?

Developers use ESP_Open_SDK instead of Espressif's sdk because the network stack can be modified to better fit the application.
I have been using the ESP_RTOS_SDK for the last year and would now like to add some networking capabilities not available in the release.
There is an open_rtos version out there but I not comfortable with it - it's been awhile since any activity occurred.
The github site on the ESP_RTOS_SDK appears to have all the network files that Esspressif feel are not proprietary. Can I modify and rebuild a new version of the SDK?
I ask, because if it were true, then why was an effort put into the ESP_Open_SDK?
Before I jump in, I just want to make sure the water is not too deep.
