I tried connecting it to a USB-TTL cable but nothing is happening as well. My main concern is getting it to work with Arduino Mega as I need the Arduino board for further applications later on, along with the ESP8266 chip.

Because I have a IBM background, I always fall back to this old joke.
"When a IBM Engineer has a flat tire he rotates the tires to see if the problem changes or moves" LOL
Do you have another ESP8266 you can try? The unit could be DOA.

I tried with another unit and the same exact problem happens. So it probably isn't the unit's issue. I am still unable to get any reply from ESP8266. Any ideas how to solve it?

Did you actually manage to fix this problem? I know it's been a few years but I happen to have the same problem.
