You can change the cable. If still there is no improvement, maybe it's a bad board.

Despite the fact that I specifically ordered a USB cable capable of data transmission, what I wound up with was a cable that does not transmit data. Picking up a new cable from Walmart fixed the issue, and that's all there is for that. Now I'm faced with the possibility that I used the wrong kind of LED, but this particular issue is closed. Thank you very much for your help, everyone who posted!
