but it isn't repsonding to AT commands

Did you sent AT commands ending with CR and LF (not CR only) ?

I'm running out of ideas for you ...

the wires were not correctly connected. I've plugged the board with male pins into the breadboard, but I forgot to solder the pins together with the board.
I found out that issue, after I used my multimeter. after soldering the board with the pins the board boots and the uploads works without any problems.
