Are you on windows or Linux ?

but it isn't repsonding to AT commands

Did you sent AT commands ending with CR and LF (not CR only) ?

I'm running out of ideas for you ...

Connect all the grounds together?
Check all connections and wires again.

oh my godness. I've solved the issue.

the wires were not correctly connected. I've plugged the board with male pins into the breadboard, but I forgot to solder the pins together with the board.
I found out that issue, after I used my multimeter. after soldering the board with the pins the board boots and the uploads works without any problems.
