And the current draw doesn't match any low power mode ...
Maybe if you "WIFI_OFF" before deep-sleep?

espressifs "low power" document does state

The system will not enter sleep mode instantly upon force sleep APIs are called, but only until executing idle task.

I'm not sure if the same is valid for deep_sleep, but still the current draw doesn't fit even if web-server not idling.

Maybe you just had some quirked config values in flash...
