I want to keep the boot sequence from power up as short as possible but I find it lasts 5-10 secs and sends a repeated boot message to the monitor before entering the "setup" procedure, see below. Is this normal or can I stop this from happening?

Either your reset line is getting pulled low more than once, or its a brownout, I think if you see the boot message it gives the reason as a code, you need to look the code up....

I've checked the reset line, power supply etc. and nothing is wrong. The "reason" is power-on which is correct. Just repeats this message 3 times:
rst cause:1, boot mode:(3,0)
load 0x4010f000, len 1384, room 16
tail 8
chksum 0x2d
csum 0x2d
