If no wifi network available, create one?

I want to create an always-on device that will be moved around a lot.
If this device can find a wifi network it knows, I want it to connect, and once it can't find a network to connect to, I want it to create one.

I'm wondering what the best practice would be for this, for the most part, the device will be idle but still needs to be ready to serve a webpage either over a connected wifi network or over a connected device.

Let me know your thoughts or if anyone has already created something similar.

Well I guess SDK as this is not the Arduino section here.

But apparently TS is longer interested anyway.
