the circuit is exactly the same for both modules

So the esp12 works on your custom board but the esp07 does not.
The price difference between the 07 and the 12 is small. So why not use the esp 12 and save yourself some grief?

The ESP-07 has an external antenna connection, while the ESP-12 has not; I assume that's the reason.

Assumption is the mother of all f*ckups. At least: that's what I'm assuming.
