your writing about breadboard so I suppose you are using a breakout board - which?
what module is it you are using?
what kind of step-up are you using?
did you ever look at the Vcc pin of the module (to be sure to have the most relevant point) with an o'scope in both situations?

No breakout, soldered wires from resistor cut offs.

Step up has been mentioned: http://www.ebay.es/itm/272202545243 output is more than the programmer is outputting

Don't have oscilator but with multimeter, output is 3.22 roughly
