Having taken a look at the close-up photo's (they weren't visible yet, when I first replied to this topic), it looks like R1 has died (or at least has taken a lot of heat), so you might want to check it.
When motion is detected by the PIR sensor, the optocoupler (OP1) is activated, but this doesn't supply power to the small leads, but instead switches it (just like a regular transistor does).
