Going to properly debug it with a scope, puling the whole thing on a breadboard to see whats going on! I'll try some different power supplies as well, to boot!

Very interested in results. I'm not switching relays, but what I've built is VERY susceptible to static electricity. Never enough that I feel the shock/spark, but touching the circuit, if I've not made sure to discharge by toughing something else first, yields a reset.
I'm SURE I need decoupling caps, I've only got a few, but even those aren't placed well, 10n from Vcc to GND, 100n from RST to GND (10k to Vcc), but honestly I'm just guessing. I'm a way noob, just reading here and there. Lots of questions guesses.
